A Suggested Proposal for Science and Technology Parks of KSA Universities According to Global Experiences

Abstract
Science and technology parks are effective tools for linking theoretical research with practical implementation. The study aimed to propose a framework for developing science and technology parks in Saudi universities in light of global experiences. The study followed the descriptive-analytical method to determine the requirements for establishing science and technology parks in Saudi universities. The establishment would encompass human and administrative, technological, legislative, political and financial requirements. The study also, explored the theoretical framework, definition, philosophy, objectives, importance, and characteristics of science and technology parks. Besides reviewing leading global experiences in this area.
The findings revealed that the crucial elements necessary for establishing science and technology parks in Saudi universities are present. Consequently, there is a pressing necessity to connect scientific research with the labor market. Then, transform the outputs into technological products and services. The findings highlighted the importance of these parks in bolstering the knowledge economy, fostering innovation, and advancing entrepreneurship, and considering the existing disconnect between universities and industrial sectors. The study determined that human, technological, legislative, and financial requirements represent critical factors for the success of establishing science and technology parks. A potential challenge may be faced, such as inadequate funding and change resistance. A suggested framework model, Subsequently, was introduced. It includes foundations, objectives, mission, vision, components, implementation necessities, monitoring and evaluation systems, challenges, and the strategies to address them.
