Abstract
This research focuses on studying the negative effects of the policy of withholding Ata'a from some Muslims during the first Abbasid era (132-247 AH/ 750-861 AD), and the resulting impacts on various aspects of public life during that period. Therefore, the research is divided into two main sections. The first section examines the nature of Ata'a and their historical development, while the second section focuses on the consequences of this policy. Through this research, we conclude that this policy left numerous negative effects on various aspects of public life, including political, security, economic, social, and military matters.
